October- Bulker month for Belize

The Registration Department of Hubel Marine BV were quite busy with the Registration of Bulkers during the month of October.

The ’96 blt New Challenge with 16285GT was added on October 18, 2016.

The following day the ’98 blt True Faith with 18036GT was successfully registered in Belize

Together with the Cape Scot that was registered earlier in the month October, Hubel Marine added 51698GT towards the Belize Ship Registry.

Belize Senior & Legal Counsel in Ministry of Finance passed away

Official Press Release from the Prime Minister’s Office announced 17th August 2015:

“It is with deep regret that the Office of the Prime Minister announces the passing of Mr. Gian Chand Gandhi, Senior Counsel and Legal Counsel in the Ministry of Finance. Mr. Gandhi passed away in Belmopan City on Monday 17th August, 2015 after a long illness. He was 82 years of age.

Mr. Gandhi has had a long and distinguished career in the Service of the Government of Belize having served for over 37 years in various capacities such as Crown Counsel, Director of Public Prosecutions, Solicitor General, and most recently as Legal Counsel in the Ministry of Finance.

Mr. Gandhi also served as Director-General of the International Financial Services Commission since 1999. (*Registrar of Ships for IMMARBE)

Prior to coming to Belize, Mr. Gandhi worked as a legal officer in the British Public Service in the Departments of Trade and Health and Social Services.

He is survived by one sister and two brothers. Funeral services will be announced at a later date. “

The Management and Staff of Hubel Marine are deeply saddened by his death and extend our sincere condolences to his family and the Government of Belize.

May he rest in peace.

UK Ship Register Head appointed as CEO of St.Kitts & Nevis Ship Registry

SKANReg recruits UK Ship Register head as CEO in major growth drive  

After four groundbreaking years as head of the UK Ship Register (UKSR), Debasis Mazumdar is moving on to become CEO of the London-headquartered St Kitts & Nevis International Ship Registry (SKANReg), with a mission to drive further growth for the ambitious ten-year-old Caribbean flag state.

He succeeds Nigel Smith in the role from August 10 and will also take over from him as International Registrar after a familiarisation period of three months.  Mr Smith, who conceived the SKANReg business plan in 2004 and has led the operation since it became active a year later, will now focus on his other government post as Alternate Permanent Representative to the IMO.

“Debasis has a proven track record at one of the world’s leading ship registries,” says Mr Smith.  “His appointment underlines our intent of becoming a Top 20 flag by tonnage over the next ten years and continuing to climb in the Paris and Tokyo MoU quality rankings.”

The UKSR is part of the Maritime & Coastguard Agency (MCA), where Mr Mazumdar has worked in various roles since 2004.  Explaining his move, he says: “I am thankful to the MCA for a remarkable journey with diverse responsibilities that added to my experience.  At UKSR I gained valuable commercial experience, notably during our landmark worldwide marketing campaign, which has given me the taste for an exciting new challenge. The opportunity to build on the proactive foundations of SKANReg was too good to resist.’’

Under his leadership, the UK flag was successfully promoted in new overseas locations such as Singapore, Japan, Hong Kong, India, Greece and Cyprus.  Alongside this, UKSR continuously maintained its position as one of the top performing flags in the Paris and Tokyo MOU White Lists with a consistently low Port State Control (PSC) detention record.

SKANReg is on the mid-ranking Grey Lists of both the Paris MoU – covering Europe and the North Atlantic – and the Tokyo MoU for Asia and the Pacific.  Mr Mazumdar will work towards a target of reaching White List status within three years.

Meanwhile he has been briefed to lead a major rise in the number as well as the quality of ships registered – without forgetting the traditional client base in developing countries.  Growing at an average of 120 new registrations per year, the current SKANReg fleet of 688 vessels totals 2.8m GT and ranges from general cargo ships and small tankers to accommodation barges and jack-up rigs. Under his business development proposals, Mr Mazumdar has identified the LNG and LPG sector as a prime growth area and is aiming for a significant annual increase in fleet tonnage.

“We are looking for a higher dimension of business from quality ships and owners,” he stresses, “but equally the fleet’s safety record will depend on SKANReg maintaining the highest levels of customer service.  Our utmost support will be given to preventing loss of life and marine pollution.”

The 54-year-old graduate marine engineer was at sea on various ship types for 11 years from 1984, rising to chief engineer, before ten years as a senior surveyor with classification society the American Bureau of Shipping in India, China and Dubai.  He has performed more than 400 audits as a qualified lead auditor for ISM/ISPS/ILO/ISO 9000 & ISO 14000 Standards.  On joining the Southampton–based MCA, he spent five years as a field surveyor and then worked as a PSC officer, customer service manager and head of ISM/ISO certification until his promotion to UKSR head in June 2011.

Mr Smith, 59, was also a seagoing engineer officer.  After 12 years, he came ashore in 1984 to work as a technical superintendent with Unishipping, technical director with Klaus E Oldendorff in Cyprus and senior superintendent engineer with Seahorse Ship Management.  In 1992 he joined UK-based shipyard agency Marine Marketing International as technical marketing manager and three years later led a management buyout to become MD and principal shareholder.  Agency consultancy work involving St Kitts & Nevis led to his appointment at SKANReg, where he will continue to assist with marketing projects in addition to his IMO role.

Doctors without Borders (MSF) starts Search & Rescue operation by new vessel

Doctors without Borders (MSF) reinforces its search and rescue operations in the Mediterranean

On May 25 the delivery of the Search and Rescue vessel Dignity I to Doctors without Borders (MSF) took place at the Hubel Marine office. Mr Leandro Sugameli, Legal Advisor of Médecins Sans Frontières collected the Vessel Registration documents from Erik de Koning

Dignity I has a crew of 18 people, including a medical team. The Panama flagged and DNV Classed vessel left the port of Barcelona on June 13, and has the capacity to accommodate 300 people rescued from the sea.

This boat strengthen search and rescue operations for MSF in the Mediterranean. MY Phoenix, operated by the Maltese organization Station Helps Migrants at Sea (MENA) and MSF teams on board to provide medical care after the rescue, he started sailing last May 2 and has rescued so far 1,789 people.

The Argos, specifically operated by MSF, began his search a week later, on May 9, and so far has rescued 1,242 people.
In Italy, where most disembark rescued, MSF provides medical care in the reception center of Pozzallo, a city located in the province of Ragusa, Sicily, and provides counseling centers in all secondary receiving the same province . A team of emergency psychological care, cultural mediators and a psychologist can be deployed in less than 72 hours each time an alert is received.

Hubel Marine wishes MSF success during this important operation and hopes that many lives can be rescued at sea.

REDERIJ GROEN PLACED ORDER FOR FIRST DAMEN TWIN AXE VESSEL

To expand its large fleet, Rederij Groen from The Netherlands has selected the first Damen Twin Axe Fast Crew Supplier to be customized with Offshore Oil & Gas standby capabilities. They will deploy the new vessel on long-term charter for a major E&P operator in the Danish part of the North Sea, following quick delivery this summer from Damen Maaskant Shipyards Stellendam.

This is the first Damen Twin Axe Fast Crew Supplier in Groen’s modern fleet of 27 vessels and 37 charter vessels.

This new-built Fast Crew Tender will be named Merel-G and registered under the Panama Registry. The family-operated company Groen has a relationship with Hubel Marine for more than 15 years – in fact all of Groen’s modern owned offshore fleet of 27 vessels are duly registered under the Registry of Panama by Hubel Marine.

Administrator and Director General of Panama Maritime Authority are visiting IHC Shipyard

Rotterdam, 10 October 2014 Part 2

During the afternoon the Panama Maritime Authority delegation visited the Royal IHC Shipyard in Krimpen aan den IJssel where the Malaysian Offshore company Sapura ordered six Pipelay vessels for which Hubel Marine obtained various important exemptions from the Panama flag in order to guarantee a smooth and a fast continuation of the new-building progress.

Three vessels are still under construction process and will be in 2015 delivered.

An impressive detailed tour was given by Sapura’s new built delivery manager Mr Mark Allpress on board of the Sapura Onyx.

Administrator of Panama Maritime Authority is visiting Heerema Marine contractors

Rotterdam, 10 October 2014

Today the group of executives from Panama was expanded by the Administrator of the Panama Maritime Authority, Mr. Jorge Barakat .

The delegation together with Hubel Marine visited the company Heerema Marine Contractors in Leiden which is well known about their formidable heavy lift and deep water construction vessels.

Two years ago Hubel Marine registered the new-built vessel Aegir for them.

Various topics were highlighted and successfully discussed.
