Annually the Paris MOU Committee release a Performance list for flags and Recognized Organisations (ROs).

The ‘White, Grey and Black (WGB) List’presents the full spectrum, from quality flags to flags with a poor performance that are concidered as very high risk.  This list is based on the total number of inspections and detentions over a 3-year rolling period for flags with at least 30 inspections in that period.

The Panama Flag with 6,200 inspections is for the 10th Consecutive Year selected as a White listed Flag.

Hubel Marine meets new Panama Team

July 5, 2019

Panama’s new President Laurentino Cortizo has appointed a new team of experts for the Panama Maritime Authority (AMP) that operate’s the Ship Registry.

Noriel Arauz, a naval architect, will be the new AMP Administrator and Minister of maritime affairs.  He will be accompanied by nautical engineer Samuel Ferreira as deputy administrator; and at the direction of merchant marine and head of the Ship Registry by nautical engineer Rafael Cigarruista. The Secretary general is lawyer Elvia Bustavino.

Hubel Marine’s managing director Erik A. de Koning had a first meeting with the newly appointed Minister, Sub-Administrator , director general and General secretary. 

Many topics were discussed like market conditions, objectives for improvement etc. 

The new administrator and his team are realizing the need to transform the Ship Registry and will do their outmost in order  to maintain a competitive and number 1 Ship Registry.

New President for Panama inaugurated

Panama July 1st, 2019

The Social democrat Laurentino Cortizo, who won last May the presidential election in a close race, was last July 1st duly inaugurated for a single five-year term as head of state of a nation famed for its canal but also for its largest Ship Registry.

He announced that one of the next months priorities would be the constitutional reforms proposals and the project of a new law to ensure clear rules and transparency around public contracts.

Cortizo has promised to improve the education system, reform the state to make institutions more transparent, develop the economy and fight poverty and inequality.

The inauguration was being attended by the managing director, Erik A. de Koning of Hubel Marine B.V.

Atlantic Tonjer completes a major salvage charter

On the 1st of January as most of us were sleeping off New Year’s Eve, Storm Zeetje was battering the Dutch and German North Sea causing the MSC Zoe to lose over 300 containers overside. Ardent were very quick to react by chartering in several vessels including the by Hubel Marine in Panama flagged Atlantic Tonjer to assist with the salvage of the floating and sunken containers.

The Atlantic Tonjer was ready to set sail within 24 hours of receiving the contract, including mobilising a Multi-Beam Echosounder Survey spread provided by Ultrabeam. Once in IJmuiden, Ardent attached their large salvage grab to the 50t AHC crane on the Atlantic Tonjer, loaded on the tracked excavator along with some complete open topped containers.

Due to the height the containers fell from before hitting the water and the rough waters caused by the storm, none of the containers were found intact.  Once they had sunk to the bottom they were tossed around on the seabed by the rough weather, spilling their contents far and wide.

Due to the complicated nature of the salvage operations the ROVOP owned Triton XLS WROV (now permanently installed on the Atlantic Tonjer) was quickly brought into action to assist with finding and identifying the containers and cargo, then assisting with the grab operations for the recovery.  After 118 days on charter the salvage operation was complete for the Atlantic Tonjer as the focus moved to the shallow water targets requiring shallower drafted vessels.

During the project the Atlantic Tonjer and the Geosund recovered over 2,200 tonnes of cargo between them and over 4,000 sq km of seabed was surveyed.

SLEIPNIR Worlds largest Crane Vessel registered in Worlds largest Registry PANAMA

Sleipnir 10-04-2019 (160) The Netherlands based Heerema Marine Contractors is currently finalizing the new generation self-propelled, semi-submersible crane vessel, named Sleipnir. The Sleipnir is being built by SembCorp Marine in Singapore. When commissioned in May 2019, Sleipnir will be the world’s largest crane vessel. The Sleipnir will be equipped with two cranes of 10,000 metric tonnes lifting capacity each.

The vessel is designed to perform installations and removals of subsea equipment, decommissioning services and heavy lifting operations in world-wide offshore oil and gas facilities.

The first contract awarded for Sleipnir starts in September 2019 and is from Noble Energy Mediterranean, Ltd. for transportation and installation services associated with the Leviathan production platform in the Mediterranean Sea.

The Vessel is Classed by Lloyds Register of Shipping, registered in the Panama Registry by Netherlands based Consultants Hubel Marine B.V. operated by Erik A.de Koning.

Erik de Koning visited the vessel in Singapore last week and was impressed with the size of the ship and with its special design features based on Heerema’s many years of experience with installations at sea for the oil and gas industry. Inspired by Erik’s enthusiasm his hosts invited him to enjoy the impressive view from the Crane at 125 meter height.

This spectacular view made him even more proud of Hubel Marines contribution to the registration of this largest vessel in the largest registry.

The Sleipnir is self-propelled with a minimum service speed of 10 knots, generated by 12 Dual Fuel engines LNG & MGO of 8 MW each, divided over four engine rooms. It is 220m-long and 102m-wide and will have a depth of 49.5 m. The vessel can accommodate 400 people in single and double cabins, equipped with air-conditioning and heating systems.         A 4×3 point mooring system will be used to provide station-keeping for the vessel at sea. Furthermore it is equipped with onboard dynamic positioning system, built in accordance with Lloyd’s Register’s IMO Class 3 DP (AAA) notation.

Panama’s former inspector Jacques de Koning dies at 88.

On October 25th, 2018 the re-tired senior surveyor, Jacques de Koning passed away due to heart failure.

Mr. de Koning senior started his career with James & Co, followed by Spedico in order to work for 17 years with Dammers van der Heide as Head of the Captains Room. Thereafter he started his successful carrier as an independent ship crewing and agency company. During 1984 he was requested to participate with the inspection program for Panama flagged vessels in the Netherlands and was praised by the Panama Government for his loyal continuation of the inspections during the Panama invasion late 1989. ‘The shipping companies shouldn’t become the victim of a political conflict’, he said.

Since then he became well connected with one of the principal architects of Panama’s modern maritime industry, Hugo Torrijos who oversaw the Panamanian Registry transforming the obscure register into one of the world’s largest open registries at the time.

Mr Jacob de Koning was respected in the maritime community for his way of surveying as he was always motivating the crew to continue their nautical study and to improve the standards on board. He was always full of ideas and enjoyed to brainstorm about various maritime topics.

Bulk Carrier registered in Belize

The Vessel Registration experts of Hubel Marine registered for Middle East interest an other Bulk Carrier to the Belize Ship Registry.

The former 1996 built and 26400 GRT Paraskevi changed Ownership and name into        Le Ruby.

We wish the new owners and operators success with the performance of their new vessel.

Sleipnir

Singapore 12 April 2018

Heerema’s new-generation self-propelled, semi-submersible crane vessel, named SLEIPNIR, is being built in Singapore and will be the world’s biggest crane vessel.        The by Hubel Marine registered Panama Flag vessel is intended to perform installation and removal of subsea equipment, decommissioning services and heavy lifting operations in offshore oil and gas facilities. The SLEIPNIR is 220m- long and 102m-wide, and is having a depth of 49.5m and an operating draught between 12m and 32m. The deck load capacity is 20,000 metric tonnes (mT), whereas the main deck has a working area of 12,000m² and offers a load capacity of 10mT/m². The SLEIPNIR received yesterday her crane boom and is equipped with two heavy-lifting tub-mounted cranes with a capacity to lift 10,000mT each at a working radius of 48m. The dual cranes will provide heavy lift capacity for the installation and removal of offshore structures, including floating platforms, foundations and mooring systems.

Hubel Marine meets President of Panama

Over the past decade, Panama’s strategic location and its integration into the world’s economy have converted the country into the fastest growing economy in Latin America and the Caribbean; transforming it into the ‘Hub of the Americas’. 

Therefore Panama took the leading role to organise a conference held in Amsterdam  featuring the following prominent Panamanian authorities: The President of the Republic of Panama, Vice President and Minister of Foreign Affairs, Minister for Canal Affairs-General Director and President of the Board of Directors of the Metro de Panamá, S.A., Minister of Agricultural Development, General Manager of the TOCUMEN International Airport.

Our Managing Director Erik A. de Koning discussed with the President of Panama, his excellency Juan Carlos Varela, the positive progress of the Panama Ship Registry and congratulated him with the 100th anniversary of the Registry.  Various topics were discussed and a comprehensive report with suggestions for the Registry was agreed to  be  submitted.
