Panama Elections for President

Our managing director Mr. Erik A. de Koning was invited to attend the political arena in Panama City during the elections where the Panamanians have vote for their favorite candidate to become president.

As an tradition, the people have voted to dismiss their current ruling party. They gave the victory to Juan Carlos Varela. The previous opinion polls had predicted a tight race between the three most prominent candidates, none tipped Mr Jose Varela as a winner.

With 80% of the votes counted, Mr Varela won 39% of the vote, seven points ahead of José Domingo Arias, with 32%. Juan Carlos Navarro of the centre-left Democratic Revolution Party came third with 28%.

The current president, Mr Ricardo Martinelli, grudgingly accepted his loss.

 

The change of government will start on July 1st .

Client’s visit

Busy times @HubelMarine . Today we got a visit by the Panama Flagged and Heerema design Barge H-331.

This Barge was built in 2008 and has a length of 96 m. Operated by Dutch based Hapo International and all related Panama Registry documentation are taken care by the vessel registration experts, Hubel Marine B.V.

Dutch based Rederij Green is expanding with New Builds

The Dutch Offshore specialist, Rederij Groen B.V. is expanding rapidly. Last week the 7-Oceans was being launched and 2 more sister vessels will follow shortly.

The vessels are duly registered in the Panama Registry among all the other Off-shore vessels for this ship-owner.

Panama Corporations & Bearer Shares

Rotterdam, 23rd September 2013

In an effort of the Republic of Panama to comply with international standards, Law 47 of August 6, 2013 (the “Law”) has been enacted, which adopts a regime for the custody of bearer share certificates. The Law will come into force on August 6, 2015.

The Law establishes that  bearer shares must be deposited with  an authorized custodian together with  a sworn declaration containing general information of the beneficial owner, such as full name, passport or I.D. number, address and phone number.

Bearer shares issued after the Law comes into effect must be deposited with an authorized custodian, together with the sworn declaration of the beneficial owner, within twenty (20) days following the date of issuance of the shares. 

The Resident agent will act as authorized custodian for its clients.  Banks, trust companies and financial intermediaries licensed to carry out these activities in jurisdictions that are members of the International Financial Action Task Force (FATF) on Money Laundering or its associate members and that are registered with the Superintendency of Banks of Panama may act as authorized foreign custodians.

If you hold bearer shares, you should contact the Corporate Desk of Hubel Marine B.V. during 2014 and advise whether you would choose to send us the certificates for custody or if you prefer to exchange these for registered shares.

Lock gates for the Panama Canal arrived yesterday (August 20, 2013)

The first four gates of the new locks of the Panama Canal expansion, which are being built in Italy, arrived yesterday in Panama.

At the end of 2013, all 16 doors should be in Panama.

The steel structures are being constructed by the company CIMOLAI in their workshops located in Polcenigo, Italy.

About 50,000 tons of steel will be used for their construction.

The gates will be brought to Panama in an upright position on a barge in groups of four. To unload them, special piers are being built on both the Atlantic and Pacific coasts.

Hubel Marine added successfully a Bulk Carrier to Belize Registry

An other Bulk Carrier was added yesterday successfully to the Belize Ship registry so-called IMMARBE by Hubel Marine. This is now the 3rd Bulk Carrier that is belonging to a Middle East based operator.

It is obvious that many ship-owners are realizing the great benefits of the new 2013 amended registration fees and the prompt service that IMMARBE’s best performing designated office of 2012 , Hubel Marine is giving them.

Good start for Panama Ship registry

Despite scare over Greek plans for tax reform

Despite the dark clouds that hung over the Panamanian ship registry due to the planned tax reform that would have impacted Greek ship owners, who control about 16% of the world merchant fleet, the Panamanian ship registry achieved a 1.5% growth in the number of new ships flagged for the first quarter of this year.

Ships of Greek ownership represent a major market for the Panamanian ship registry, as they are the second most important nation in the Panama Merchant Fleet.

Panamanian ship registryAccording to Clarkson Research Services Limited, the Panamanian Merchant Marine in 2012 reached the figure of 227.81 million gross registered tons.

The Merchant Marine Department of the Panama Maritime Authority (AMP) implemented a cleanup of the fleet to eliminate so-called substandard vessels and lower the average age of vessels. This allowed Panama to improve its image as a serious registry and was reflected by Panama being added to the “white list” of the Paris MOU.

That slight growth of new flaggings is expected to continue during 2013, and for this, the AMP is adjusting strategies according to market conditions.

It should be noted that concerns of maritime lawyers earlier this year was the draft plan to eliminate bearer shares in Panamanian companies, which was promoted by the Executive, but was finally discarded.

According to experts, if this law had been passed it would have had an impact on the registry, since two of the competitors of the Panamanian flag – the Marshall Islands and Liberia – accept bearer share companies.

The Panama Maritime Authority (AMP) has recognized that the crisis in Europe has had an impact on the customers from Japan, Greece and China, because it has a side effect, especially in new construction, where there has been a decline for building new ships.

Panama Invest Conference in Rotterdam

Today May 28th , our Erik de Koning and Wouter Sluis of Hubel Marine attended the Panama Invest Conference that took place at the World Trade Center in Rotterdam The Netherlands.

The final presentation was given by H.E. Ricardo Martinelli, President of Panama who explained the various benefits and stable growth of the economy of Panama during the last years.
