Director General of Panama Maritime Authority is visiting Owners of largest Vessel in the World

Rotterdam, 9 October 2014

The second day of the PMA visit of PMA Director General Mr. Fernando Solorzano and Chief of Navigational & Technical Department, Mr. Reynaldo Garibaldi started with a courtesy visit to Allseas Engineering and Fugro Marine Services.

Offshore giant Messrs Allseas recently registered the largest vessel of the world, mv Pieter Schelte with a GRT of 404.458 and a breadth of 123 M !

Fugro Marine is well known about their large Seismic Research Vessels and their current search project for the missing Malaysian Airlines airplane.

Both companies were pleased by the visit of PMA and Hubel Marine and various technical issues were discussed.

Director General of Panama Maritime Authority is visiting The Netherlands

Rotterdam, 8 October 2014

The new appointed Director General Mr. Fernando Solorzano together with the Chief of Navigational & Technical Department, Mr. Reynaldo Garibaldi, of the Panama Maritime Authority visited the Netherlands.

At initiative of Hubel Marine, they met the directors of Rederij Groen B.V. and a representative of Glomar Shipmanagement.

Both companies are important for the Panama Registry & Hubel Marine due to their loyalty and their unstoppable New-Built program.

A presentation was given by all parties and PMA highlighted the new discounting program which was only launched last month.

New Incentives for Vessel Registration at Panama Maritime Authority

Dear reader,

below you will find enclosed the following Resolutions (in Spanish language) issued by the General Directorate of Merchant Marine in regards to the new additional incentives to all new building vessels registered until December 31, 2015.

***********************************************************************************************************************************************

  • Resolution No. 106-65-DGMM dated Sept 17, 2014 (new building vessels)

FIRST: TO GRANT, additional to the discounts referred to in Law No. 57 of August 6, 2008, up to 100% on the Registration fees, annual consular fees, annual investigation fees, annual inspection fee and .03% net ton

to all those new building vessels registered within the Merchant Marine up to December 31 2015.

SECOND: TO WARN that the previous benefit will be applicable to those new building vessels over 10,000GT built at the following shipyards: Japan, HongKong, People’s Republic of China, singapore, South Korea, Taiwan, Philippines, Indonesia, Vietnam, France, Germany, Norway, Holland and Italy. The same benefit will apply to all new building MODUS.

THIRD: All new building vessels not complying with the second article, shall enjoy the following benefits:

  • Discount of 35% on the registration fees and Annual Consular Fees for the term of one year additionally to the discount that may apply acording to Law No. 57 of August 6, 2008.
  • Discount of 15% additional to the above mentioned and to the discount that may apply acording to Law No. 57 of August 6, 2008.

FOURTH: The sum of all the discounts can not be greater than 100% payable on fees and charges mentioned. The General Directorate of Merchan Marine will indicate the parameters to grant such discounts.

 

SIXTH: This resolution revokes Articles 1 and 3 of Resolution No. 106-185DGMM dated November 28, 2013 as well as the Articles 1 and 3 of the Resolution No 106-56-DGMM dated August 14, 2014.

 

SEVENTH: The benefits will apply for the term of one year from the Registration if the vessel is registered prior to December 31, 2015.

Resolution No. 106-66-DGMM dated Sept 17, 2014 (vessels re-registered under Panama Flag

 

FIRST: TO GRANT an additional benefit to the discounts referred to in Law No. 57 of August 6, 2008, for the term of two years and up to 100% on the Registration fees, annual consular fees, annual investigation fees, annual inspection fee and .03% net ton to all vessels registered up to December 31, 2015 as long as they can prove that have been previously registered within the Panamanian Merchant Marine.

 

SECOND: TO WARN that the benefit listed on article first may apply to all vessels evidencing:

 

  • Have been registered within the Panamanian Merchant Marine
  • Have a gross tonnage over 10,000
  • Less than 10 years of built
  • Do not detained by any PSC or MOU worldwide within 2 years, counted from the date of the submission of the application for registration as per this resolution
  • That its Deletion by practice in Law (ex oficio) was not for causes affecting national interests.
  • Vessel is not listed neither on the MOU detention list neither on the security council of the United Nations

 

THIRD: TO WARN that vessels enjoying this benefits MUST BE registered at least for 5 years. If a vessel is deleted before, will pay all fees discounted.

 

FIFTH: The sum of all the discounts can not be greater than 100% payable on fees and charges mentioned. The General Directorate of Merchan Marine will indicate the parameters to grant such discounts.

 

SIXTH: The benefits will apply if the vessel is registered prior to December 31, 2015.

FIRST: TO GRANT, additional to the discounts referred to in Law No. 57 of August 6, 2008, a thirty-five percent (35%) discount on the registration fee and the annual consular fee for the term of one year to those newly built vessels that register under the Panamanian Merchant Marine in 2015 as established in Article 8 of Law 57 of 6 August 2008

SECOND: GRANT a waiver of twenty five percent (25%) additional the discounts of Law No. 57 of August 6, 2008 in the registration fee and the annual consular fee for the term of one year to all ships enrolling in the Panamanian Merchant Marine in 2015, provided that the ships have a gross tonnage of 10,000 GRT and are less than 15 years old, to be counted from the time it was laid down as established by Article 8 of Law No. S7 6 August 2008.

DISCOUNT FOR NO PORTS STATE CONTROL DETENTIONS – IMPROVE STANDARS

Vessel with no PSC detention in 24 months: 15% discount on annual tax and annual consular fee.

Here are some of the advantages offered by the PANAMANIAN REGISTRY:

Ownership: Any person or company, regardless of nationality and place of corporation is eligible to register ships under the Panamanian flag. Furthermore, there is no income or withholding taxes payable when the income is a result of the operation of a vessel engaged in international trade.

Minimum Requirements: There is no minimum tonnage requirement. However, vessels over 20 years old will have to pass a special inspection by an authorized Panamanian inspector, in order to obtain the Permanent Navigation Patent.

Technical Certificates: Ship owners who wish to transfer their ships to the Panamanian flag will not be required to have them re-surveyed if the ships possess valid safety and tonnage certificates at the moment of registration, which eliminates the necessity to have the ship dry docked prior to registration and consequently saves the ship owner considerable expenses. However, upon the registration, a recognized entity (national or international) should issue a new set of certificates on behalf of the Panama Administration.

Panama’s former Head of Registry joins Liberian Registry

Alfonso Castillero, former Director-General of the Panama Registry, has joined the Liberian Registry as Vice-President.

Castillero worked for sixteen years in the Panamanian maritime sector, rising through the ranks to become head of the registry and director-general of the merchant marine. He says, “I am very excited to be joining the Liberian Registry, although of course I will miss my colleagues from Panama, from whom I part on extremely good terms. Over the years I have gained a thorough understanding of the strengths and weaknesses of the industry and its regulations, and indeed of all maritime registries. I would like to acknowledge the professionalism and independence of my leadership staff and of the many key individuals from the consular services and elsewhere, because without them nothing would have been possible.

“Shipping is a highly competitive – and, on occasions, political – industry. I am leaving what is currently the world’s largest ship registry to join the world’s second largest registry. But it is not necessarily about size. It is about quality. Ship registries have a vital role to play in the safe and efficient conduct of world seaborne trade, and change and renewal is part of the process of continuing improvement. Hubel Marine visits Maaskant Shipyard

At request of Maaskant Shipyard in Stellendam, our Erik A. de Koning and Wouter Sluis were invited to visit the new-built seismic research support vessel (SRSV) 7-Waves.

This vessel is due for delivery in the third quarter of 2014 and is the second vessel of a series of three. The sister vessel 7-Oceans was successfully delivered last Friday the 25th to the Dutch based Owners Rederij Groen B.V.

The vessels are identical; 35 x 8.70 metres and propelled by two Azimuth thrusters, each powered by a 500 kW electric motor. Three Caterpillar gensets will provide electrical power.

All three vessels are Panama flagged by Hubel Marine B.V.

Belize is the 62nd ILO member State that ratifies MLC Convention

Belize City, 8th July 2014

The Government of Belize deposited with the International Labour Office the instrument of ratification of the Maritime Labour Convention, 2006 (MLC, 2006). 

Belize is the 62nd ILO member State and the eighth Member State of the Ocean Memorandum of Understanding on Port State Control in the Caribbean Region to have ratified this Convention. Belize’s merchant fleet consists of vessels of over 1.8 million gross tons in total. This ratification brings to 50 the total number of ILO Conventions ratified by Belize. 

On receiving the instrument of ratification, Ms Cleopatra Doumbia-Henry, Director of the International Labour Standards Department said: “The ratification by Belize of the MLC, 2006 represents an important commitment by the country to ensure that seafarers working and living on board ships flying its flag enjoy the rights set out in the Convention. 
The Government of Belize will also now be able to continue to move forward and transpose the provisions of the Convention in its national law in order to ensure that ships flying its flag are duly inspected and certified to the international standards set in the Convention. 

As a member of CARICOM, Belize joins the other countries in the region in supporting and promoting decent work for seafarers and the level playing field for shipowners.” 

The MLC, 2006 entered into force on 20 August 2013 for the first 30 member States whose ratifications were registered by 20 August 2012. The Convention will enter into force for Belize on 8 July 2015, that is, one year after its ratification.

Hubel Marine sponsorship Panamericana Indian Trial

Hubel Marine is sponsoring Inmenszo Peru which is an organisation with the objective to offer neglected children and youngsters in Cuzco the opportunity to create a better and honest future.

In order to raise additional funds, they came up with the idea to participate with the Panamericana Indian Trail from Panama to Alaska. (13.000 km)

Hubel Marine is sponsoring the Volvo car that is departing today from Panama City, Panama.

Hubel Marine visits newbuilt vessel at Poland shipyard

The registration department of Hubel Marine, Wouter Sluis and Erik de Koning were invited by Dutch based company Offshore Wind Support to visit the nearly completion of their new built vessel Glomar Wave in Gdynia, Poland.  

Her name ‘Wave’ is an acronym for ‘Windfarm Accomodation Vessel E-type’, where E-type stands for Energy Efficient,Environmentally Friendly and Economical. 

The Glomar Wave will be able to provide the following services:

– Offshore Windfarm Accommodation Vessel (in combination with Ampelmann system)
– Dive Support Vessel (Optional Integrated Dive Platform)
– Safety Standby Vessel / Emergency Response & Rescue Vessel
– (Platform) Supply Vessel
– Survey Vessel

The vessel will be classed by Lloyd’s Register and flagged in Panama by Hubel Marine.

We are certain this this vessel will be soon the new dominant leader within the Windmill Offshore industry and is leaving the competitors far behind.
