The Chinese Embassy was inaugurated last weekend in Panama, during a visit of the Chinese Foreign Minister Wang Yi. China and Panama signed a joint communique on June 13 this year on the establishment of diplomatic relations. China is the second-biggest user of the Panama Canal, and the main user of the Colon Free Trade Zone. Wang Yi indicated that a group of Chinese companies have signed contracts for the export of Panamanian goods worth USD 38.7 million to China and that the two countries are negotiating the establishment of a Free Trade Agreement.
Besides, China has expressed its willingness to finance the construction of a train between the Panamanian capital and the border of Costa Rica. Currently, Chinese companies are already developing a port in Panama, which is the Puerto Panamá-Cólon in Isla Margarita, with a capacity of 2 million TEUs constructed by the China Landbrigde Group. Furthermore, Chinese state firms have expressed interest in the development at the West Bank of the Panama Canal, once the country opens a tender for it in the beginning of 2018. The Dutch Antea Group and Stig Delta have developed a masterplan for this side of the Canal, including plans to invest in logistic parks, ports, railways and road connections, ensuring optimum commercial use of the area.

Panama City, Panama, August 8, 2017 – The Cabinet Council of the Republic of Panama officially approved a proposal to modify the Panama Canal tolls structure, following a recommendation from the Panama Canal Authority (ACP) Board of Directors.The approved proposal will better facilitate the Canal’s goal of providing outstanding service and reliability to the global shipping and maritime community, while allowing the ACP to safeguard the competitiveness of the waterway.
After a thorough analysis of the current utilization and productivity of the Neopanamax Locks, and after meetings with Panama Canal executives, customers and industry representatives in Europe, Asia and North America, the proposed tolls modifications were officially announced on June 1, 2017. This was followed by a formal consultation period to ensure all interested parties could provide feedback for consideration.
The approved tolls modifications are scheduled to go into effect on October 1, 2017, at the beginning of the Canal’s fiscal year.
For the containership segment, the approved tolls structure offers more attractive rates per loaded containers on the return voyage, applicable only to Neopanamax vessels deployed on the Canal route in the head and back haul legs, and when: (1) the utilization rate of the northbound transit is higher or equal to 70 percent, and (2) the time lapse between the northbound and the southbound transit is not greater than 28 days. In order to promote the use of the services provided within Panama’s logistics hub, any additional days that the vessel requires to perform port-related activities in the Panamanian terminals will not add to the 28- day period. The ACP’s tolls proposal had originally set 25 days as the maximum time lapse for the return voyage. After evaluation of the comments received during the consultation period, it was decided to extend this time frame to 28 days.
Additionally, the new structure modifies the tolls charged to liquefied natural gas (LNG) and liquid petroleum gas (LPG) vessels, which will be set at the levels presented in the original tolls proposal. This decision was made after a careful analysis of the impact of the proposed increases in the supply chain and final user.
Finally, container/breakbulk vessels-formerly part of the others market segment-will be reclassified into the general cargo segment, thus resulting in more attractive tariffs for customers in this category.
The Panama Maritime Authority launched this video to promote the 100th year anniversary of the Panama Ship registry this year, highlighting the commitment to safety of human life at sea, protection of the marine environment, and navigation of the world’s largest open ship registry in the world.
The Panama Ship registry with over 8,000 registered vessels, represents 18 percent of the world’s fleet.
Established by law in December 1917, Panama’s Registry is known to have one of the world’s best records in environmental and safety compliance and vessel loss prevention. It has over 1,000 inspectors in more than 300 ports to ensure compliance worldwide.

Last week the surveyors of Hubel Marine had to attend the 1964 built vessel Terschelling with Panama flag in a Dutch shipyard. This unique vessel is privately owned by a British Dive expert . The vessel is exclusively being used for special historical wreckage recovery projects.
In co-operation with Tos Ship Delivery Service the vessel was delivered from Zwijndrecht to Ramsgate, U.K. where the new expedition crew would join the vessel.
The next archaeological project this summer is the shipwreck ‘Rooswijk’ which was discovered by a diver on the Goodwin Sands near Deal. The project, run by the Dutch Cultural Heritage Agency in partnership with Historic England, involves mapping the ship and securing any archaeological material.
The ship had been on its way to the East Indies with valuable cargo including silver ingots and coinage when it sank on the sandbank on January 8, 1740.

Yesterday the expanded Panama Canal celebrated its first year of operation. One of the most significant milestones in the history of the 102-year old waterway and a defining moment for the people of Panama and the global maritime industry.
Today, the Panama Canal has various infrastructure projects planned to provide greater connectivity and transshipment opportunities to the region. Specifically, the concession of a roll-on roll-off (RoRo) terminal to serve as a center for the redistribution of vehicles, machinery and heavy equipment; a 1,200-hectares logistics park to further strengthen the logistics services in the region; an LNG terminal on the Atlantic side of the waterway to provide LNG bunkering and redistribution capabilities; and the ACP will continue to advance plans for the Corozal Container Terminal.

Considering the lack of adequate control for the issuance of certificates of competence issued by seafarer agents under the previous administration and in view of the absence of procedures for the issuance of CoCs in accordance with provisions of the STCW Convention as amended by the 2010 Manila Amendments, the Seafarers Department being in charge of giving full force to the provisions of the STCW convention and taking into consideration all of the above mentioned, has determined as an urgent solution, that all IMMARBE Certificates of Competence for Deck and Engine Officers and ratings alike issued with an expiration date beyond January 1st, 2017 will not be considered valid after December 31st 2016.
